On the Emergency Support policy for Human Rights Defenders

Support for emergency situations shall constitute primarily of protective measures towards the individuals, their families, and inner circle, with the additional possibility of covering the operations of their organizations and collectives.

Response to emergency demands shall happen through direct financial support encompassing, among others: logistical activities, food supply, physical and mental health care, aid to the hiring of legal advice, and strengthening of protection networks. Requests can be formulated by non-governmental organizations, groups, collectives and/or individuals.

A – Improvement to individual or collective security measures:

  • Support in bringing visibility to reports of threats and acts of violence;
  • Training and preparation of leaderships for emergency and daily practice of prevention, protection, and safeguarding of life;
  • Support to grassroots legal advice in cases of accompaniment to threat situations and lawsuits against human rights defenders.

B – Emergency Withdrawal of Defenders (individuals) from their place of activity:

  • Drastic cases, properly grounded in case studies and thorough analysis of local conjunctures and the familial and psychological conditions of threatened individuals.

C – Support and strengthening of solidarity networks

  • Support to collectives, community groups and movements committed to human rights agendas and aware of the necessity for collaboration in cases of threats to leaders and defenders, with the intent to offer protection, shelter, and physical, structural, emotional and psychological support to the threatened individuals who continue to live in warzones after the end of the support period.
