INTRODUCTION
The Brazil Human Rights Fund invites groups, collectives, and civil society organizations that act in tackling violations and in defending human rights in our country to present proposals for support of their work in the scope of the General Call for Proposal 2023 Rebuilding Rights: paths towards Social Justice.
The Brazil Fund understands that the work undertaken by these groups must be strengthened so they carry on fighting against regressions, for the expansion of rights and rebuilding of participation spaces in the democratic field.
In 2023, through this Call for Proposal, we will support 20 organizations, groups, and collectives, with sums up to R$ 40.000,00 (forty thousand reais, or circa 8000 USD) for a period of up to 12 months, totaling R$ 800.000,00 (eight hundred thousand reais, or circa 160,000 USD) in grants.
Through the present call, we intend on supporting projects that seek the institutional strengthening of organizations aimed towards the tackling of violations and promotion of human rights in their multiple branches. Institutional strengthening comprises support to maintain the material structure necessary to the realization of the actions of rights defense, advocacy, social mobilization actions, direct support to the communities, training activities, among other actions.
It is a flexible financial resource and the selected organizations have the autonomy to decide how best to employ it, considering the call for proposal’s goals.
The proposal submission period lasts from December 3rd to February 28th 2023, at 18h (BRT).
The Brazil Fund values and prioritizes proposals from organizations, groups, and collectives whose composition prioritizes racial and gender equity. It is fundamental that the projects deal with the racial, ethnic and gender dimensions.

CONTEXT
Historically, Brazil has exclusionary and authoritarian structures that have been worsened due to a deep sociopolitical crisis, marked by threats and regressions in regard to achieved rights. The country lives a continuous relativization of fundamental rights by a fundamentalist conservativeness, accompanied by the delegitimating of struggles for rights that, systemically and with more and more conviction, utilize the violence practiced or incentivized by the State against already vulnerable groups in the population.
In latest years, the emergency of extreme conservativeness has provoked a reflection on the usage of human rights language, which has been seized by groups that seek to naturalize misogynistic, racist, and classist discourses. It’s worth noting that racism is a structuring element of inequalities, institutional violence, and systemic rights violations. The criminalization and intensification of violence against human and socioenvironmental rights defenders remain atop the list of problems faced by the civil society.
The current moment points towards a possible opening of democratic spaces of popular participation starting from 2023, opening up opportunities for the guarantee of rights, strengthening of democracy, and reformulation of the political system in which the whole of society might be contemplated. It is noted that social justice is a constitutional value that must still be reinforced for the guarantee of a Democratic Rule of Law, seeking the enactment of civil rights, tackling of inequalities, and assured rights.
There is no longer any space for intolerance, negotiation, or postponing of structuring reforms to society. In that way, the support to initiatives that fight for the reconstruction of rights against the dismantling of institutional human rights defense mechanisms in Brazil is central and strategic to the strengthening of democracy, creation of new paths, and effective changes for Brazil.
More than ever, we need to strengthen, monitor, and demand the promotion and protection of civil, economic, social, environmental, and cultural rights, that are universal, interdependent, and inter-related.
ABOUT THE ORGANIZATIONS THIS CALL FOR PROPOSAL AIMS TO SUPPORT
The General Call for Proposal 2023 — Rebuilding Rights: paths towards Social Justice intends on supporting the institutional strengthening of groups, collectives, and organizations that work in the defense of rights and that have as a goal to tackle regressions in the democratic field and to promote the reconstruction of rights, such as:
- Women’s rights, with special attention for Black women, Indigenous women, women from local populations, from the LGBTQIAPN+ community, and disabled women;
- Rights of Indigenous, quilombola, and local peoples, as well as those of rural workers and extractive communities, in their fight for land and territory, against the violence upon socioenvironmental rights defenders and the unequal impacts of climate change (injustice and environmental racism);
- Tackling racism and supporting the anti-racist fight, especially against religious racism, the promotion of rights of local terreiro peoples, and the valuing of Afro-Descendant and Afro-Amerindian religions, as well as the tackling of forms of violence practiced, incentivized, or unrepressed by the State;
- Rights of migrants and refugees;
- The right to health, especially the guarantee of sexual and reproductive rights, as well as their interfacing with the fight against the drug policy, food security, and maternal mortality;
- Youth’s rights, with a special gaze towards State violence and the genocide of Black youths;
The call for proposal may also support initiatives that intend on reflecting about the current scenario for the development of counter-narratives against hate/intolerance/disinformation speech.
Themes and approached raised here do not intend on being exhaustive. Therefore, it’s acceptable to present proposals that don’t fit into the categories mentioned above, but that are considered strategic and relevant by the organizations participating in the call.
CONDITIONS TO RUN FOR THE CALL FOR PROPOSAL
Each organization, group, or collective may present only one project. Should the same group or collective send more than one project, ONLY the last one applied to our portal will be considered.
- Will be prioritized for support the projects from organizations, groups, and collectives with little to no access to other sources of funding.
- We will accept proposals from non-profit organizations, groups, and collectives even if they are not yet formalized or have no CNPJ.
- We will not accept projects presented by governmental organizations, universities, international organizations, political parties, small to medium businesses, microbusinesses, and individual microentrepreneurs.
IMPORTANT DIMENSIONS FOR THE SELECTION OF PROJECTS
- Adequation to the call for proposal’s theme;
- Emphasis on rights’defense;
- Existence of ties between the proponent organization and the groups and/or communities affected by the problem that is to be tackled;
- Network articulation;
- Adequation of the budget to the proposed activities;
- Innovative and unconventional proposals for action;
- Regional diversity.
HOW TO SEND YOUR PROJECT?
The proposals’ submission period goes from December 03rd to February 28th 2023, at 18h (BRT).
Registration of the project in the Brazil Fund’s portal must be done in one take, since the portal doesn’t permit one to save part of the filled-out form to complete it later.
Thus we have made available here an editable version of the registration form draft. herefore, it is possible to know its contents before effectively starting the registration process. That version is solely for information and doesn’t count as a registration.
Moreover, we offer here the proposal budget model to annex in the system.
The submission of proposals to run for the Brazil Human Rights Fund’s calls for proposals is done through the Projects Portal. Check in which of the categories your group fits:

Don’t leave it for the last minute: create/update your password or register your organization, group, or collective now, and send your project as soon as possible. The submission of proposals will take place only via the internet. We don’t take in projects through email, much less projects delivered directly to the Brazil Fund’s headquarters.
We will not accept, under any circumstances, proposals sent outside the deadline. Therefore, we emphatically suggest not leaving submission of the proposals to the last day.
The Brazil Human Rights Fund will not extend this call for proposal’s deadline.
WHAT HAPPENS TO THE PROJECT AFTER IT IS FORWARDED TO THE BRAZIL FUND?
The Brazil Fund’s team undertakes an initial analysis of the sum of received projects and, in sequence, the projects are forwarded to a Selection Committee formed by independent specialists, with no ties to the Foundation. The Committee will gather to point out which projects are to be supported, leaving the final decision to the Brazil Fund’s Administrative Council.
DIVULGATION OF THE RESULTS
The results of the selection process will be informed through the Brazil Fund’s site starting from July 5th 2023.
